Notice of the General Office of the Ministry of Industry and Information Technology on Further Strengthening Quality Support, Pilot-scale Development, and Brand Building in Industry and Informatization for 2025

To the industry and informatization authorities of all provinces, autonomous regions, municipalities directly under the central government, cities separately listed in the state plan, and the Xinjiang Production and Construction Corps; relevant subordinate units; and industry associations (federations):
To implement the guiding principles of the Central Economic Work Conference and the arrangements of the National Conference on Industry and Informatization, and to continuously enhance quality support, pilot-scale development, and brand building, the following requirements are hereby issued for advancing quality-related work in industry and informatization for 2025:
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenums of the 20th Central Committee. We will fully, accurately, and comprehensively apply the new development philosophy, balance the relationship between quality improvement and scale expansion, prioritize quality and efficiency, treat quality as paramount, and pursue excellence to motivate manufacturing enterprises to achieve superior quality. This will foster more distinguished "Made in China" brands, providing robust support for advancing new industrialization and accelerating the development of a manufacturing powerhouse, a quality powerhouse, and a cyber powerhouse.
II. Key Tasks
(1) Implementing the Manufacturing Excellence Quality Project
Enhancing Corporate Quality Awareness: Implement the Opinions on the Manufacturing Excellence Quality Project, strengthen the dissemination and interpretation of the Manufacturing Excellence Quality Project Learning Guideand the Manufacturing Enterprise Quality Management Capability Evaluation Standards, and guide enterprises to establish scientific quality concepts and advanced quality management systems. Support industry associations and professional institutions in organizing mass quality improvement activities to foster a culture of quality excellence.
Conducting Quality Management Capability Evaluations: Guide local authorities to evaluate the quality management capabilities of manufacturing enterprises, encouraging them to adopt advanced quality standards and progressively improve through a tiered path of "experience-based, inspection-based, assurance-based, prevention-based, and excellence-based" stages.
Boosting Enterprise Quality Development Capabilities: Support the development of supporting standards for quality management capabilities, promote advanced quality tools, and share best practices. Encourage leading enterprises to integrate upstream and downstream supply chains into a unified quality management system.
Deepening Digital Quality Management: Promote the Guidelines for Digital Quality Management in Manufacturing, identify replicable digital solutions, and accelerate the digital transformation of the product lifecycle.
(2) Upgrading Key Products
Accelerating Quality Technology Innovation: Encourage enterprises to invest in R&D, tackle key quality technologies, and enhance process control. Promote the conversion of innovations into standards and industrial applications.
Improving Manufacturing Reliability: Implement the Opinions on Enhancing Manufacturing Reliability, focusing on machinery, electronics, and automotive industries to strengthen foundational and system-level reliability.
Elevating Key Product Quality: Advance quality breakthroughs in sectors like new energy vehicles, smart connected vehicles, and low-altitude equipment, and strengthen inspections for lithium batteries and photovoltaic products.
(3) Promoting High-Quality Industry Development
Strengthening Industrial Quality Foundations: Develop advanced quality standards and improve metrology, testing, and certification capabilities. Support high-end certification in consumer goods, equipment, and electronics.
Executing the "Three P's" Initiative (Product Variety, Quality, Brand): Upgrade consumer goods and raw materials through variety expansion, quality refinement, and brand building.
Enhancing Industrial Cluster Competitiveness: Leverage national high-tech zones and industrial clusters to implement quality standards and cultivate exemplary enterprises.
(4) Improving Quality Public Services
Optimizing Industrial Product Quality Control Labs: Revise the Management Measures for Industrial Product Quality Control and Technical Evaluation Laboratoriesand expand their functions in testing, diagnostics, and standards development.
Empowering Quality Service Agencies: Provide "one-stop" services covering the entire product lifecycle and industrial chain, utilizing data for decision-making support.
(5) Refining Long-Term Quality Mechanisms
Establishing a Quality Monitoring System: Develop a manufacturing quality index and a big data platform to track regional and sectoral quality progress.
Cultivating Quality Talent: Offer training for executives and technical staff, and integrate quality disciplines into academic programs.
(6) Advancing Pilot-Scale (中試) Innovation in Manufacturing
Accelerating Pilot Platform Development: Update the Guidelines for Pilot Platform Constructionand cultivate provincial/national platforms with international competitiveness.
Enhancing Pilot Capabilities: Identify exemplary pilot scenarios and promote resource sharing across industries.
Strengthening Resource Support: Establish a standardization committee for pilot development and encourage funding diversification.
Optimizing the Pilot Ecosystem: Build a national pilot service network with digital tools and industry collaboration.
(7) Building the "Made in China" Brand
19–21. Brand Development: Standardize brand evaluation systems, foster regional and industrial brands, and promote global outreach through campaigns like the "Made in China Excellence Tour".
III. Safeguard Measures
Local industry and informatization authorities must strengthen coordination, clarify responsibilities, and incentivize policies to integrate quality, pilot-scale, and brand initiatives. Annual work summaries shall be submitted to the MIIT (Department of Science and Technology) by December 15, 2025.
